CLE Committee Purpose: To oversee the development
and quality of the Section's educational programs.
-
Goals: Evaluate the target audience for
Environmental and Land Use Law CLE programs with primary focus on:
-
lawyers who practice in Environmental and Land Use Law
areas, and
lawyers who may practice in related areas.
Focus on delivering the highest quality CLE programs, with
written materials and speakers, on timely topics in the areas of environmental and land
use law. In light of the above, increase the opportunities to market CLE programs and
materials to the widest audience.

Activities/Projects:

Adopt three year CLE seminar and workshop plan.
Sponsor an annual update for the Environmental and Land
Use Law Section.
Provide 4 seminars and 2 workshops per year.
Insure quality speakers and written materials.
Review the Bar CLE Report on delivery of CLE and
implement appropriate recommendations.
Develop a co-sponsorship policy to best implement CLE
goals.

CLE Committee Liaison Purpose: The CLE Committee
Liaison is the ELULS representative on the CLE Committee of The Florida Bar. The CLE
Committee Liaison votes for the ELULS on the CLE Committee. The CLE Committee Liaison
reports to the ELULS on CLE matters affecting the Section. The CLE Committee Liaison
consists of the representative and an alternate.
Goals: Immediate: Decide whether speaker
"training" should be mandatory or voluntary. Revise and evaluate CLE lecturer
and author information manual. Attend and evaluate (non ELULS) CLE programs. Long range
Review CLE delivery to members of The Florida Bar, including exploration of alternative
means of delivery, such as interactive television and satellite transmission. Review and
approval of CLE publications and CLE budget.
Activities/Projects: The CLE Committee Liaison
works on the CLE Committee of The Florida Bar and is placed on sub-committees by the Chair
of the CLE Committee. The CLE Committee Liaison participates in the long range planning of
CLE goals and objectives keeping in mind the goals and objectives of the ELULS. The CLE
Committee Liaison closely coordinates with the ELULS CLE, seminars and workshops chairs of
the committees.

Goals:
• To maintain this publication as the predominant and
affordable general reference authority on environmental
and land use law in Florida.
• To provide an educational written forum for Florida’s
experts and specialists on environmental and land use law
topics.
• To develop procedures for periodic review, revision and
updating of the publication.
• To promote face-to-face educational forums on timely
issues addressed in the Treatise.
• To interact with the publisher of the Treatise and
define a written process for article submission, editing,
publication and updating.
Editorial Subcommittee
Goal: to develop and implement a written process for
selecting and evaluating editors.
• Define roles of editors.
• Create a term for each editor.
• Create a means to solicit new editors.
• Create a way to evaluate performance of each editor.
• Integrate student and other affiliates and past chairs
into subcommittee functions.
Authorship Subcommittee
Goal: to develop and implement a written process for
selecting and evaluating authors.

• Create a means to solicit new authors.

• Evaluate overall content and organization of the
Treatise and chapters and suggest re-organization, as

Marketing Subcommittee
Goal: to enhance sales and distribution of the
Treatise, to evaluate alternate means of distribution
(such as on-line), and to promote the content and
authorship of the Treatise.

Law School Liaison Purpose: To coordinate section
activities with Florida law schools to stimulate students' interest in environmental and
land use law.
Goals: To increase the number of law students with
an interest in environmental and land use law.
Activities/Projects:
Participate in career fairs at Florida law
schools.
Sponsor public interest environmental scholarship.
Provide financial assistance to FSU Journal of
Environmental Law.
Provide financial assistance to quality projects of law
schools such as moot court competition (policy under development). Provide guest speakers
for environment and land use courses.
Provide assistance/advice if requested on curriculum
development.
Review course offerings in the area of Environmental and
Land Use Law and provide comments when requested.
Provide assistance to elevate and enhance the course
offerings in environmental and land use law.
Dean Maloney Writing Contest Purpose: Named after Dean Frank E.
Maloney, this committee plans and implements an annual writing contest for Florida law
students. The three top students and law schools are rewarded. Environmental and land use
law section members can participate in judging the submitted papers.

Section Reporter Purpose: To provide ELULS members
with timely articles on developments in the areas of environmental and land use law.
Typically, the Reporter includes feature articles written by ELULS members on newly
emerging topics, federal and state case law updates, reports on activities by governmental
agencies with jurisdiction over environmental and land use matters, and ELULS activities.
The Reporter also publishes legislative forecasts and summaries of legislative action on
topics of interest to ELULS members. Recently, the Reporter added a column on ethical
concerns for environmental and land use attorneys and professionals.
Goals:
Publish the Reporter quarterly.
Encourage submission of articles and materials from a
broader range of contributors.
Encourage use of the Reporter as a forum for affiliate
members.
Activities/Projects:
Increase agency involvement through agency columns for
issues such as rulemaking.
Establish an advanced schedule for publication of the
Reporter.
Include a column about the activities of the law school
environmental societies.
Include regular submissions from the Public Interest
Committee about their activities.

Legislative Review Committee Purpose: The primary
purpose of the Legislative Review Committee has been to publish in the Section Reporter
previews and summaries of legislation. Secondarily, a legislative policy committee
appointed by the chair of the Section, reviews requests for the Section to take a position
on legislative matters in accordance with adopted Section and Board of Governor's
policies. (Unanimous approval of Executive Council is required for the Section to take a
position on any legislative matter.)
Goals: Inform and educate the members on key
environmental and land use legislative issues.
Projects:
Publish a preview of expected legislative issues in the
Reporter.
Publish an annual legislative summary in the Section
Reporter.
Include reports/updates on key interim legislative
projects and legislatively appointed task forces.
Provide an "alert" to rulemaking which is
required because of legislation.

Public Interest Committee Purpose:

To provide a forum where attorneys who represent and
advocate for the interests of the public in a safe and healthy sustainable environment, can
meet to share information, educational opportunities, and experience.

To raise awareness of and sensitivity to environmental
concerns among others in the legal profession.

To encourage increased participation in environmental
advocacy in the legal profession.
Goals:

Coordinate and communicate among public interest
attorneys, whereby the committee can supply a useful resource base to provide practical
assistance for environmental advocacy throughout Florida.

Increase the number and influence of environmental
advocates in Florida. Activities/Projects:

Supply written contributions to the Reporter and the Bar
Journal.

Sponsor an annual seminar or workshop.

Publish directory of public interest attorneys,
annotated with areas of expertise, to be used as a resource base.

Develop an information network to encourage awareness of
and participation in environmental issues by environmental advocates.

Organize nature outings to increase appreciation and
awareness of environmental problems and concerns.
Access to Justice
Sub-Committee Purpose:
To increase the delivery of legal services to indigent
persons and others who are threatened by environmental and
land use problems.
Goals:

Increase
understanding among those capable of providing legal
services to the indigent about environmental and land use
law problems in Florida.
·
Increase
understanding among indigent persons of the types of
polluting activities which may endanger their health and
well-being.
·
Increase
participation by ELULS members in providing pro bono
services to indigent persons and others regarding
environmental and land use problems.
·
Increase the
ability of technical experts to assist indigent persons and
others threatened by environmental and land use problems.
Activities/Projects:
·
Earth Day legal
clinics, whereby lawyers will operate booths at Earth Day
celebrations and respond to general information requests.
·
Legal
assistance through Legal Services, Inc. and the Florida Pro
Bono Coordinators Association, whereby section lawyers will
provide consultation to Legal Services lawyers or direct
assistance through these lawyers to indigent persons
threatened with environmental and land use problems.
·
Information
package for pro bono lawyers, whereby the section will
prepare a general handbook on environmental and land use law
for use by lawyers assisting indigent and other persons
threatened with environmental and land use problems.
·
Public
workshops on environmental and land use law, whereby the
section will sponsor workshops to educate the general public
on environmental and land use law decision-making.
·
Educational
materials for citizens, whereby lawyers will prepare general
educational materials on measures to address environmental
and land use problems.
·
Case referral
service, whereby the committee will prepare abbreviated case
summaries of environmental and land use problems affecting
indigent persons and others for which pro bono services are
needed and distribute these summaries to section members who
have indicated a willingness to provide pro bono services.
·
Florida Supreme
Court program updates, whereby the committee will apprise
section members of opportunities to meet professional
obligations by providing legal assistance to indigent
persons affected by environmental and land use problems.

Land Use Committee Purpose:.
(a) To provide a forum within the
ELULS open to all members in good standing of ELULS who
have a common interest and focus in land use law.
(b) To provide a forum for discussion and exchange of
ideas leading to increased knowledge and understanding
of land use law on the part of ELULS members.
(c) To study proposed and existing legislation affecting

Pollution Assessment, Remediation, Management and Prevention
Committee Purpose:
The Pollution Assessment, Remediation,
Management and Prevention Committee is a forum for lawyers and
consultants working in those areas of environmental law that
involve soil and water contamination, waste management, and
storage tanks. The Committee is committed to providing members
with opportunities to stay on top of current developments in
this area, including new regulations, case law, and technology,
and to participate in ELULS activities such as seminars,
networking events, and the section reporter.
