ELULS CLE EXECUTIVE COUNCIL RETREAT
May 20, 2000
Key Largo, Florida 

Chair-Elect Hamann called the meeting to order at 2:15 p.m. and distributed a handout listing the current content of the Treatise. 

Ralph DeMeo discussed the history of the RegFiles Alliance and indicated that publication should occur by the Annual Update. He advised that Fred McCormick would not be participating as a Managing Editor and Tim Smith's situation was discussed in detail. 

Irene Quincy indicated that some land use articles were missing and that she was looking for the articles that may have been done. Some land use articles will be pushed to January 2001 update. 

DeMeo stated that we needed to consider how often to update and how to update the Treatise. 

The missing articles are as follows: 

1) Guide to Understanding Land Use Planning & Zoning (JJ Brown)
2) State and Regional Comp Planning 
3) Local Government Comp Planning Debbie Orsheusky and David Orsheusky)
4) ACSC and DRI's (Robert M. Rhodes and Larry Keesey)
5) Moratoria and Interim Growth Management (Paul Gougleman) 
6) Zoning Adult Entertainment (Nancy Stroud)
7) Airports and Aviation
8) Cell Towers
9) Transportation
10) Urban Development
11) Environmental Justice
12) Special Taxing Districts 

DeMeo discussed the extraordinary costs borne by Managing Editors - copies, federal express, long distance. It was suggested to look at billing RegFiles first. DeMeo will suggest a realistic dollar amount for compensation.

It was announced that Mary Smallwood will be the new Chair of the Treatise Committee. 

Smallwood stated that we had 130 to 135 articles, but that there are significant missing land use articles which she will try to collect in the next six months

Bob Fingar then brought up the subject of updates and suggested that the major benefit of the Alliance was RegFiles' ability to provide for periodic updates which would keep the Treatise current. 

DeMeo said we would update in January. If it goes well and we get authors committed, could be encouraged to update regularly.

Quincy recommended recognition of authors at Annual Meeting, lunch, ribbons, etc. She also said that the Bar Journal and Section Reporter are a good source of update material.

Smallwood then discussed the Upcoming Treatise Schedule:
June - Contact authors for updates.
Early Fall - Articles due for editing.
Biggest push - Land Use articles.
Next phase after update - look at all articles to see how they fit, eliminate duplication, content changes and literary edits. 

Smallwood discussed the need to continue to evaluate contract with RegFiles - Someone with publishing expertise needed to help.

Quincy suggested putting the RegFiles contract on the agenda for the June Executive Council Meeting.

The Retreat was adjourned at 3:15 p.m. until Sunday at 9:00 a.m.

Ideas to improve Core Services:

Hamann Too many CLE Programs - Cut from 8 to 4.

Richards Incorporate topics that might be lost in Annual Update, e.g. Wildlife. More emphasis to go to Update. 

Hamann Do follow ups to market tapes. Follow up seminars with articles in Reporters, mention at seminars. 


Riggio Put list of tapes on June 1 Reporter and on web site.

Hamann Cut January, Mid-year Seminars.

Jackie Potential Schedule:
Winter - January
Spring - May 
Summer - Annual Meeting
Flip topics - Land Use in Spring - early May and Environmental Law issues late January or early February so as to put gap between Public Interest seminar.

November 3 - Local Government focus
Late January/Early February - Ft. Lauderdale - Topic can flip; Best if we can keep date. Move to last week in January.
May - Maybe Wildlife; make decision soon.

CLE Meeting Follow Up: 
How to incorporate marketing?
-Try to use same resources with focus on marketing.
-Mix new and experienced co-chairs with experienced taking lead.
-Need four weeks to market seminars. 
-Brochure information due 12 weeks out from program - plenty of time; need to stick to 12 weeks.

Development of "How To" Guides for Program Chairs to help new chairs-Rob, Michelle, George - to have for August along with critical path - draft by June Meeting for CLE Committee to look at. Talk to prior co-chairs to get tricks. Package should include form letters - package for program chairs - flow chart -dates.

Section Reporter

A regularly updated treatise will not supplant Reporter. Use Reporter to update - valuable, direct, timely.
-Case Law Updates
-On the Move
-Add a follow up to seminars - add to co-chair obligations 
-Calendar of events 

Other Ideas
-Coordinate marketing activities with Section Reporter.
-Do a description of available tapes.
-Manning has How to Guide of How To Do Section Reporter
-Scan old issues on web and look at indexing.
