Introduction

Our concept for the Treatise is that of a formal, systematic discourse of observations, interpretations, findings, and conclusions of environmental and land use law specific to Florida. The Treatise includes peer–reviewed articles, relevant topics on Florida environmental and land use law, procedural as well as substantive guidance, technical and legal discussions, key subject index, research aids, and modular compilation of articles by areas of practice.

The contribution of Section members and others to the Treatise is essential. The essence of the value of the Treatise is that it represents not one, but a diversity of perspectives on environmental and land use issues. Already many Section members, nonattorney affiliates, and others have contributed to the writing and editing of articles.

You are invited to get involved by actively participating: in authoring and editing articles; in using the Treatise in your practice; and in continually improving and promoting the Treatise in education, business, and government throughout the state. With your contribution, the Treatise will indeed be “the predominant and affordable general reference authority on environmental and land use law in Florida” and an “educational forum for Florida’s experts and specialists on environmental and land use law” that is second to none.

The Treatise Committee of The Florida Bar Environmental and Land Use Law Section would like to thank the many contributors to this extraordinary publication, without whose support this would not have been possible. While it is impossible to thank everyone who contributed, we would like to acknowledge, in addition to our many authors, special editors, and other important persons, the efforts of a very special group of people, including the Managing Editors; the legal assistants and secretaries who provide exceptional support to the Managing Editors; Timothy A. Smith, the first Chair of the Treatise Committee, and the Section Administrator, Jackie Werndli, whose patience and guidance have been invaluable.

Goals

• To maintain this publication as the predominant and affordable general reference authority on environmental and land use law in Florida.
• To provide an educational written forum for Florida’s experts and specialists on environmental and land use law topics.
• To develop procedures for periodic review, revision and updating of the publication.
• To promote face–to–face educational forums on timely issues addressed in the Treatise.
• To interact with the publisher of the Treatise and define a written process for article submission, editing, publication and updating.
